We've discussed fitting tight tyres over and over. The main thing is to get the bead opposite where you are working right down into the well of the rim.

For a badly seated tyre I suggest

1/ make sure the valve seating is not trapped under the bead - it has to be up inside the tyre.

2/ Make sure nothing such as the inner tube or the rim tape is trapped under the tyre bead.

3/ Completely deflate the tyre (Probably already have done for 1/ and 2/) Take all the weight off the wheel I.e. put the bike in a stand, or lay it down, or remove the wheel and lay that down. (The main point being that you do not want to start with the tyre flattened by the weight of the bike.) Push the bead completely free of the rim. Inflate the tyre to its maximum permitted pressure (as shown on the sidewall) using a track pump (the sort that look like a man exploding dynamite) and hopefully it will seat properly. If it doesn't there is something wrong with the tyre.

There is excellent info at Schwalbe in the pdf download 'technical information'
