Bags for sport and commute

I need a pair of panniers for cycling to the gym and to work.

I need a pair of shoes, trousers, underwears, socks shorts and thsirt, a book on every ride.

Thinking about the high visibility Ortlieb Classic.
Are they as durable as the old PVC models and is there a weight difference?
