Over-trousers with reinforced seat - recco?

My aged Altura trousers that come out every year for the winter commute have gone done :-( I've just spent the last hour trying to find a pair of robust over-trousers to replace them. Top of the things I want is a reinforced seat but I can't find a pair so equipped anywhere! Anyone got a recomendation for a pair of decently-priced tough-wearing cycling trousers? Spec should be:
    * tough (not lightweight)
    * reinforced seat
    * water-proof
    * under £50
