Vintage frame ID

I may well have posted this question before but people come and go so it’s worth trying again.
Can anybody identify the builder of this? It is labelled as an R O Harrison but probably isn’t (best guess by the previous owner). It’s distinctive feature is double-tapered and wrapped seat stay top ends. Benelux dropouts 120mm spacing, 27.2 pin, 3.1 kg and 58x57cm frame With steel headset. Brake drop is 67mm rear with 27” wheel.
