No legal requirement in the USA, but that bike needs mudguards, or something to keep the canti wire from going into the tyre in case of failure?

Stick some guards and a rack on it, and a more suitable saddle ( that one looks like it might be a narrow one better suited to a race position) and that bike could be a decent commuter. Does the recipient still commute by bike?

I don't know and I don't care.
I notice the wheels.
If you have the same spoke-count front and rear, you either have too few at the rear, or too many at the front ...... but this seems like 28h front and 32h rear, so it's ok.
