Got a new bike and it's my first time having a bike with a mechanical disk brake.
One question I have is on the mounting of the back brake. It seems to be installed with 2 bolts under the callipers. However there are these 2 pins that extrude from the mount adapters (see photo).
Does anyone know what these pins are and is it normal for them to be sticking out like that? The one on the left also looks a bit skewed.

I think the pins are meant to have some kind of a retainer clip attached to them:

Yes, as the response above confirms - there is a spring clip to ensure the long bolts (going through the frame) don't come loose. Shimano call them "snap retainers". SJS has them.

Perhaps the washer hasn't seated squarely at the head of the bolt. Or the frame thread was cut slightly out. Might be worth taking them out and putting them back in or asking bike shop to advise. Not confident in the fitting if the bike had been supplied without the fixing clips.

Surely unnecessary belt and braces?
The retaining clip will not prevent the bolt from slightly
loosening and that's all it would take to be very noticeable .
There are millions of disc brakes out there without this silly feature .
