It's a cheap chainset with painted steel rings. The teeth on these cheaper ones are quite spiky from new and heavily profiled. They are not worn, but paint has rubbed/chipped off in a pattern to be expected from shifting. Nothing to worry about. If you are having difficulty shifting you might either be pushing too hard while shifting (better/more expensive components cope better with shifting under load) or some adjustment might be needed of your front derailleur.

I just changed my chain rings at about 24,000 miles. I wouldn't worry about yours.
