Two questions.
1. What shifter does it use? What brake cable? (It has a drum brake)
2. Where can I find them?

I think there must have been several different hubs with the Torpedo name. I had a vague idea that the Torpedo was a back pedal brake. I had a look on SB and and I see he refers to a 'kick back' which is not what it sounds like but a coaster brake which also changes gear with each backpedalling action. (Also sounds like a test in co-ordination. )
The successors of Sachs - SRAM are now marketing a 'singlespeed' Torpedo hub which is described as the first ever interchangeable fixed/ free hub. You have to use a screwdriver to make the change. I'm sure there was an ill-fated product advertised in the CTC mag perhaps 10 years ago which did that change with a lever.
Not much help, I'm afraid.
