The clamp is a tad under an inch, inside diameter. Best suggestion so far is an over-elaborate cable guide.

Just UNDER and inch?
Seems rather narrow for a top tube or down tube, but it could fit on a chainstay. Seems rather odd.

I'm about 90% sure it's bike-related. I think the clamp size is pointing towards it being stem-mounted.

Goodness me! I haven't seen one in donkey's years!
There should be a pin attachment on the forks or head tube, or a similar fitting that can be padlocked.

Not much of a steering lock if it just needs a spanner to undo it?
Only steering locks I remember were on Ralieghs, the lock was inside the tubular fork crown, there was a flange on the headtube/downtube lug that the lock engaged into.
Mudguard mounting for a trike? (rear)

My reason for suggesting a steering lock was that that was the only bike-related thing I could think of - a part from a Sturmey trigger - employing that Dairylea Cheese-shaped quadrant. I think - with no evidence to support it, that it's something that moved over something like a 40 deg arc and the holes were for stops. I don't think it's a fan-shaped multiple cable stop.

Just been out and offered it up to various parts of a bike. The place it fits best is the stem - snug as a bug etc - and if slid upwards towards the handlebars, the reachy-forwards part of the stem fits snugly into the curved cut-out on the clamp part. I'm wondering if cable guide of some form, although my modern outers don't fit snugly into any of the three holes

Looks a lot like a hanger on which you suspend a basket from the stem.. The basket would nip up under the bars, and hang on that bracket which clamped around the part of the quill stem sticking out of the steerer. On the basket, was a tab with 3 little.. nubbies, which dropped into those holes and suspended the basket, as well as stopping it from slapping side to side.
If it IS what I think it is, then on the fork, you'd have a similar one, and the little nubbies on the bottom tab of the basket would be a bit longer/thicker...
My mothers old Higgins bike from.... God knows what vintage, had a setup like that..
