Greenwich & Woolwich Foot tunnels

Are both of these up and running fully yet. The last time I went down to Greenwich, 6 weeks ago, I couldn't get near them with a bike because of the state of the restoration works. I don't fancy carrying my bike up or down any set of steps. Is the end in site for the short term works?

Thanks; unfortunately the site is not 100% correct as there are times when I have gone down there and can't either get near the foot tunnels or the lifts are being'service updated' etc.
