Maybe you could try a wind proof front basket???

I have a front rack for my city bicycle, so now envisaging securing a carrier on that, shielded on the front and sides, so their view is of me.

Though obviously an accident could be terrible for a animal like a cat, and should plan to minimise what dangers can be minimised, I'm not going to discount transporting them by bicycle. If its good enough for some people's kids its good enough for cats*... Hmmmm, maybe I need to invest in some cat helmets?

Seen this a while ago somewhere else and your thread reminded me of it. I supose a cat could fit if a dog can.

I would pop their cages in the kiddy trailer.

A cat would wriggle out of this in under a second. They are slippery and flexible creatures and if they can get their head out they can easily slip their whole body through. You would need a harness as well.

When ours was a kitten we would put in a harness and lead and take her for a walk in the garden. If we said "walkies" and dropped the lead on the floor, she would pick it up in her mouth and drag it to the door.

Don't jest, you can get them for dogs and the smallest size might fit a cat. http://www.hunterk9.com/site/870877/product/588

Just an update :

Took the cats to the vets today. Simply bungied the cat box securely to the pannier rack.

I don't know if the cats liked it, but they didn't complain and don't seem to be resenting me for either their bicycle adventure or the injections they got at the vet.

Well done.

Hope they make you pay for that in cat treats for their first trip on a bicycle… With .. injections.
