i have bought this bike for the very same reasons you have stated.
years of riding every kind of bike, and now settled for pootling/touring about and this seems to fit the bill.
cheap and purposefull.

My 2p, which'll probably be cheaper than any other new bicycle option suggested here and you don't want to build from scratch:

I have a Kona Honky Tonk, a steel road bicycle which can take a rack. It's been great for weekend mini-tours, though I haven't done any multi-day tours yet (can report back next month.) The model up comes with disc brakes.

Obviously if you spend more money you could get something nicer.
