£40 Bikeability funding - what is it for?

I assume £40 Bikeability funding is to cover direct costs of instructor wages, administration of courses and course materials (badges, booklets, certificates)?
Should the £40 also cover indirect costs, such as, bike repair + time to repair, transporting loan bikes to site + petrol of vehicle to get loaned bikes to training site etc.?

Point taken: £40 would be stretching it for one pupil. But with economies of scale, it might stack up OK.
What is the colour(s) of your cycle?
Which of its benefits would you recommend?
