flashing symbol

I'm just viewing the "Does anyone know " forum and see that the some of the items on the left next to each thread are flashing. Not sure what the icons are, but they look like a piece of paper, or perhaps a swinging (stuck) bell. What does this flashing denote - anyone know?

That would be the "hot topic" flag. . . . . . seems to flash when there is more than one page of posts and you have not read the last one.
