I suppose it would work along the lines of May's 'hostile environment'. The onus would be on landlords, employers and others to enforce the law, and they would be the ones expected to check credentials. These unpaid agents of the state, living in constant fear of prosecution, overzealously apply the law, and even imagine laws that don't exist, leading to perfectly law-abiding folk being denied jobs, housing and healthcare.
I don't experience the Folkeregister as intrusive. It doesn't seem to be used in the way you describe.
Suppose for a moment that the Norwegian Folkeregister is a panacaea. Would the same scheme be implemented in the UK? The same security, the same technology, the same purpose?
We have a lot of experience of the Home Office and its projects. We understand its priorities, its ambitions, its limits, and its attitude to human suffering. I think we have a pretty good idea how a UK scheme would turn out.

Someone mentioned how a particular MP voted. My MP, Anne-Marie Trevelyan (not the socialist side of the family) is a hard supporter of brexit but consistently voted against the deal which would have enabled us to leave.

I is surprising how narrow minded so many of our (mainly Brexit) MPs seem to be in that they can only "see" one form of Brexit (their ideological form). They cannot appreciate that the single Leave or Remain question can accommodate many different forms of Leaving (e.g. "Norway" path is leaving the EU in that we would no longer be a member of the EU).
Is it right that we have so many blinkered narrow minded people responsible for our legislation?

Yes. This government is unwilling or incompetent to design and use secure systems for personal data.
