Never brought a new car, can’t afford to.
My car is 30 years old.

Just what we need, loads of old cars pumping out their fumes.
Who doesn't like the smell of unburnt petrol, burning oil and the odd cloud of smoke.

Like it or not air quality gradually improves despite the increase in the number of cars due to their eventual obsolescence.

There's no simple answer.

The only thing you can say with absolute certainty is if we were all driving around in 30 year old cars the level of pollution would be through the roof.
But even that statement doesn't mean it wouldn't make more sense for you personally to hang on to your old car rather than buy a newer one...

Yes, car tax is supposed to be on pollution.
Let’s say I do 4000 miles, and Sales man is 250,000 miles per year.

How long is a piece of string.

There's also the environmental costs of producing and disposing of vehicles to be considered. It's not just exhaust emissions. Maybe 30 year old is bit much but there's certainly an argument for keeping cars longer. From an individual's economic point of view running a 45 year old car may make sense. No MOT needed, free road tax, cheap classic insurance and most likely appreciation rather than depreciation. A Morris Minor might make sense if you don't do a lot of motorway miles although they can cruise at 70. 45 mpg, you can service it in half an hour and parts are low cost and easily obtained.

... and enforcement?

the Nissan Qashqai emits 18 times the allowed pollution limits yet is still on sale. It is more polluting than many of the diesel vehicles being banned because of their age.

I like the idea. Why not improve the old cars. Morris Minors that owners still use on a regular basis have had this done to them. The cars now have decent brakes, 5 speed gearboxes etc.
In the 70's I knew a guy married to a Danish woman. He said that because Denmark didn't have a car industry all cars were imported and had very large taxes imposed. This meant that cars were kept longer and maintained in very good order.
When, after Brexit, all our car manufacturers have fled to pastures greener, it could be an idea for the UK to follow.

Certainly, our government appears to want us to return to the 1970s. Why not the 1950s? Or even Victorian times of Empire?

Still he's a fruitcake and a hypocrite and pretty much anything he spouts doesn't stand scrutiny.

The main trouble with older cars apart from the more polluting engine is corrosion.
Very few (any?) cars that have seen regular British winter use for 20 plus years escape.
It weakens the structure and is very expensive to repair.
Then economics kick in.

Not that I am against older simpler cars.
Many (all?) modern vehicle have become a digital box of tricks, quite impossible to service and repair without expensive diagnosic equipment.
