"Smart" motorways?

Prolonged hold-ups on major roads are not restricted to motorways, smart or otherwise. I cannot see it's the responsibility of the authorities to predict and provide for every inconvenience and to the extent that they are expected to do so, more people may not bother themselves. In 2021, a mobile phone with a decent level of charge seems the bare minimum so if somebody has a true emergency they can summon assistance. IME, one of the first things that catches a lot of drivers out in a stoppage is running out of fuel.
