I can't think. Even the most backward places - such as North Korea, the Isle of Man and the City of London - have some sort form of election.
But, answering one of my own questions, North Korea, China and Cuba do have the outgoing government vetting candidates - the United Reunification Front and the Central Electoral Committee in North Korea, election committees in China and the National Candidature Commission in Cuba.
