Reminds me of a bloke I went MTBing with who claimed £3.80 for a post ride pint in Bakewell was "absolutely horrific".OK it might be a bit out of the way to charge that but "absolutely horrific"???...er not really
Terrorising people takes many forms and whilst I agree bombing a hotel or similar is a world away from some maniac intentionally trying to run someone off the road,the result on the victim can be the same ie; injury to a lesser or greater extent or death or even just to frighten them into not using a hotel or not riding a bicycle on the road.
From the lunatic perpetrator's POV,his/her actions whether that be to blow up a hotel killing or maiming many people or intentionally running someone off the road,is to terrorise the victim(s),the effect of his/her actions on the victim is to be terrorised.
Whether the victim is terrorised to the point of not using a hotel ever again or not riding on the road again is upto the individual.

This happened to me a couple of years ago.
Climbing an exposed hill on a very wide road about five miles from where I live with a high teens low twenties MPH crosswind from my left so blowing me inot the road,I was doing maybe 5mph max and struggling to keep the bike in a straight line due to the wind and the slow speed.
An HGV a couple or three cars pass me with 2m plus room without them being anywhere near the centre line of the road the road is so wide.
I then I get a really close <0.6m pass from a big black Jag,my reaction was to shout WHAT THE F*** the Jag drives off,but then waits for me in a layby about 400m up the road.
As I approach the drivers side window is down and tattooed bodybuilder's type arm is out of the window along with a dyed blonde haired head which is hurling derogatory abuse in my direction.
I ask what was all that about?
More abuse.
It's a lonely place with no one about and I'm feeling vulnerable so I continue.
Said Jag then comes up along side me with more abuse being hurled with threats of what he's going to do to me from his nearside window.
The kerb is low at this point so I hop up lean the bike on a fence and stand there without a word waiting for goonie to finish his tirade,which he does and drives off.
I note the reg plate
At the top of the climb there's a T junction where the road I'm on joins a major A road,with a car wash directly opposite and sure enough goonie in Jag is parked up in the entrance waiting,my ride is to turn right,but I don't I ride into the car wash along side his driverside door,he has the window down,but now there are lots of people about cleaning cars with a couple of cars waiting in a queue.
I ask,what are you going to do now mister,now there's a lot of witnesses around,he seems to be stumped,so I just stand there straddling the bike.
After what seems like an age with a couple of more derogatory comments(at a volume that only I can hear) he drives off.
I report it the police on my mobile with a full description of the driver,even his accent (which was local),the car and reg plate,and I'm told the plate doesn't match the car but matches a white transit van.
Would you call that,normal everyday encounter or attempt at terroism?
I suspect your friend's reaction to the £3.80 pint was intentionally hyperbolic to emphasis the price of an expensive pint.
