Is it a street?
There's some very steep hills in Cornwall and Devon, but most of them aren't streets at all.
I know one up from Denham Bridge over the River Tavy, and it's easily 30odd percent on the hairpin bend. It's a lane, and I don't think it has a name.

Many things get me quite excited, interested or even fascinated. The steepest street in the world is about as exciting as the greenest blade of grass in a field; or the fastest bluebottle in the garden; or the largest rock in Afon Teifi between Llanddewi Brefi and Maesycrugiau; or the longest piece of seaweed on Poppit Sands; or the [That's enough Guiness Book of Uninteresting Extremes - The Forum Boredom Monitor].
