Spelthorne IIRC has borrowed 1 billion and has a net annual budget of 22 million but only 90,000 inhabitants.

Our local council has borrowed 200 Million.
Are in debt and think that Dabbling in the commercial property market will make a few million profit to prop up the shortfall of monies.

And then the property market drops 10%?
