What happens then, they tap into the GPS on your phone to figure out where you are?

Nope, but they can fast track a cell site analysis with the service provider and get an ellipse ranging in size from metres to miles, depending on where in the UK you are and how many cells can detect the handset. Alternatively, they can get subscriber details from the service provider...unless it's an unregistered pre payment in which case you're doomed. In a genuine emergency they might be able to get each within a couple of minutes, but half an hour or so is more the norm. Even so, that's a lot better than never.
