A serious charge!

The Turks have charged 20 Saudis over the murder of Jamal Khashoggi,

“instigating a premeditated murder with the intent of [causing] torment through fiendish instinct”


I do not want to try to minimise the crime, but that is quite vividly expressed charge.

Didn't they torture him in the process of his murder?
If so it's a perfect and acurate description I would've thought.

I guess so, but it's not the sort of language usually heard in a legal charge.

It's Turkey so their legalese maybe quite different to the UK's.

any reference? Does it include the man at the top himself? it should do?
The trouble is that he will be executing any who could bear witness against him.?

Turkish prosecutors have formally charged 20 Saudi nationals over the murder of the dissident journalist Jamal Khashoggi in the kingdom’s consulate in Istanbul in 2018, including two men close to the crown prince, Mohammed bin Salman.
The former royal court adviser Saud al-Qahtani and former deputy head of intelligence Ahmed al-Asiri were among the suspects charged with “instigating a premeditated murder with the intent of [causing] torment through fiendish instinct”, the office of the Istanbul chief prosecutor, Irfan Fidan, said on Wednesday. Assisted by three intelligence officers, a team of 15 men then travelled to Istanbul and carried out Qatani and Asiri’s orders, the statement said.

As you see, two of the top men are charged but they have baulked at going to the very top, MBS.
It is widely thought he gave the order, and is is difficult to imagine otherwise.
