That rule was introduced in 1835.
Cadbury moved to the site in 1879.
The photograph was taken in 1905.

I find that left hand side travel was made mandatory in 1835, but the safety bicycle was not invented until the 1860s, and the motor car, of course, rather later.
The fashions in the photo would date it too, for somebody more knowledgeable in that field than me.

Or maybe the traffic effectively makes that a one way road twice a day (in opposing directions).

I think the original orientation was correct - no sign of any sprocket on the closest side of the closest bike - though I think I see a hint of a chain case on the other side
