You can see the bicycles fill both sides of the road further back. As said it look like a general move to the right (as see by the riders) to avoid the horse poo and photographer.

The frontmost cyclist also appears to have a rod brake control on the rhs of the handlebars and no sign of a chain on the lhs of the bike.
