If there was a serious domestic next doors then maybe, if I saw them bury a body in the back garden then certainly...
A shortcut has to be a challenge, otherwise it would just be the way. No situation is so dire that panic cannot make it worse.
There are two kinds of people in this world: those can extrapolate from incomplete data.

If they were doing something against the law then yes.

OP neither of the examples you give are against the law, at least not in the UK.

I should like to report them for illegal parking, for example, but I do not trust the police to keep my name secret

The communist countries had honorary monitors who dealt with people who put the washing out on Sundays, or who smoked on their balconies, parked their cycles in wrong places, parked their cars nose in, &c, etc

Depends which one. In my road there are people Ive never spoken to, some nice people, and a couple of utter w@nkers. The latter, no question, sod em, serves them right, ooh I cant wait for them to do something naughty. The net curtains are twitching.

We reported Mark next door because he was a drug dealer and we got fed up with the traffic to his door day and night .... Mark lives elsewhere now.
More than 6 in a group .... no never.
Barbecue of 20 odd family members and friends .... never ....

No, but we have an increasingly ideologically pure government.

It seems that Dom has decided that you should speak to your neighbour before grassing them up

Used to live next door to a couple with a very young child. The woman was loudly verbally aggressive to her partner and may have hit him (multiple times). She certainly hit/smacked the child. Sometimes wondered if l should contact the authorities - l never did. I could hear things but could never actually see it.

There's a list of proscribed organisations. Membership is a criminal offence per se. There's no need to prove that members committed or were planning a "terrorist" crime.

One recent trial was of the four members of National Action. All found guilty and imprisoned.
