I wouldn't go as far as "united" on "mandatory", but certainly a crucial intervention that many experts, including SAGE as above, would like to see consistently and repeatedly emphasised. Apart from the experts we now know that the following will be requiring or recommending masks:
Manchester
Scotland
All health care facilities in England
TfL.

And bizarrely the SoS for Transport is supporting TfL on mandatory wearing of masks:

And he seems to think people wont notice. They have vague variable rules or maybe it's guidance or maybe "personal responsibility" and it's uncertain who will enforce what rules and he thinks people don't spot the elephant.

I was just wondering if anyone knows how we are getting on with the 40 new hospitals. And 20,000 each nurses and police officers.

...and now they've changed their mind. The worst of all possible worlds. Now they look as if they don't care about the regs., and that they're inconsistant, and that the original excuse for not following the reg.s, all of a sudden, somehow doesn't count... Cummings' characterisation of that shopping trolley crashing from one side of the aisle to the other doesn't seem so far off.
