Her Majesty is head of state and appoints the Prime minister. Half the legislature is not elected.
She is head of the armed forces and all officers swear a personal oath of loyalty to the Queen.
I'm very sure that it is Her Majesty's government - the people only have a small part to play.
There may be a country where Government is of the people, by the people, and for the people - just not this one.

HMG is simply the widely recognised shorthand, long in use, for the UK government of the day. The protocol is that the queen, when opening parliament whoever is in power, says “My government……”

In the same way that criminal cases are “R v Joe Bloggs”. The queen doesn’t know of the case or have anything to do with it. Except when it was Paul Burrell many years ago. A farce, but just he recognised shorthand.
