I had an idea of asking the forum whether I should rescue this bike.
I've seen it a few times as I've passed by this garden - about a dozen miles from here - and never really looked at it. I couldn't get a better shot of it coz it's through the hedge and I don't like taking photographs of peoples' gardens.
I don't think it's a real bike.

It looks purely ornamental to me. Perhaps it was designed to hold flowers.
Do you know who lives there? They might let you in for a closer look, especially if you arrive by bike.

Definitely a mock up, they probably paid more for that than they would buying a BSO off ebay. Still if its what they like fair play to them
