Bike Hire in Santander or the Picos

I am planning a trip to the Picos and Zaragoza in Northern Spain in June. I plan to do a week long Spanish Language & walking course, sightseeing, visiting friends and a 5-6 day cycling tour of the Picos. I am going for about 18 days.and I am weighing up the options of taking a bike or hiring one whilst I am there. Does anyone know of any good bike hire companies/shops in Santander/Unquera/LLanes/Panes or nearby that have decent "trekking" or "touring" bikes, with pannier racks. If not, does anyone have experience of any hotels in the area that have been helpful in storing bikes/luggage?
