I am a commercial tour organiser. The insurer I deal with specialises in commercial travel operators so they probably wouldn't be interested in a one-off tour by a club. However there are insurers who do cover this type of thing, providing both organiser's liability insurance and travel insurance for each member of the group in one package. (Think of all those small sports clubs etc. that go on playing tours abroad. There's money to be made there.) A quick google for 'group travel insurance for sports organisers liability' brings up this, amongst others: https://www.hbinsurance.co.uk/home-group.php . (I have no knowledge of that firm so this isn't a recommendation, it's simply one example.)

Re. the package travel regulations: PH's earlier post quotes the key piece of government advice. Generally, members of a club or group who get together to organise a trip for themselves don't have to worry about all the regs that I have to. Sadly some of the Cycling UK advice to groups is misleading on this subject.

It needs some care because if the affiliated group is an unincorporated body potentially the officers of the group could be personally liable for and damages arising from legal action against the group for negligence.

Therefore it would be wise that Cycling UK guidelines on group rides are followed, as this would reduce the possibility of the affiliated group being found negligence. If any guidelines for leaders of Cycling UK holidays are publicly available it is probably worthwhile to study them.

I would validate that all participants have insurance that covers them for negligence to other members of the group and the public. This will reduce possibility of any one taking legal action against affiliated group and officers ending up being personally liable.

I am not a lawyer, but have been a officer of an incorporated body (sports club) in the past and I was very conscious of commercial and legal risks and need to follow national governing body guidance and making sure that when contracts were signed for large events that body was the contracted party not our affiliated club.

I stand corrected. Group cycling tours is a pretty niche potential market, but if they can access the same schemes as used by sports clubs then they should be able to get cover for a relatively low risk activity like a simple short bike tour in western Europe.
