No, this railway appeared only in a book, not on TV, and I don't think Ivor and Jones the Steam had any dealings with gnomes.
I got it from the Gnome reference - I went there with my nephews and niece when they were really little, and no, I didn't try on one of the hats and sit on a mushroom.

Fictitious? I thought there were real railways on Dartmoor

There were. The river being crossed by the ferry in the pic. does not rise on Dartmoor.
Further clue. The river is quite short. On a clear day it is possible to stand at it's mouth and see the hills where it's headwaters lie, and where the gnomes were supposed to have built their light railway.
