This doesn't answer your question but it's a five minute down hill fast cycle ride from Plymouth railway station to Millbay Docks. I appreciate you may have your reasons* for taking the car but I would be hard pressed to work out what they are! :D

* e.g. there are 5 of you in the car.

Im off to St Malo on Thursday for 2 weeks from Portsmouth and found a very reasonable and well recommended parking space through parkatmyhouse.com

Well worth try.

Gunnislake station is the place to park!

Free parking all day, every day, forever.
No problem about space - lots of it.

Leave your car there, get the train to Plymouth down the delightful Tamar Valley Line.

£4.90 single
45mins journey.

Ride your bike from Plymouth station to the ferry port.

Don't dismiss the Tamar Valley trains. ICE trikes will fit, I'm sure. Unless you're on the busy 07:31 commuter train to Plymouth, there's usually plenty room in the two carriages.

The 05:50 has only a dozen people on so plenty of room, but maybe that's a bit early for you!

Also, if you do want to park there, you don't need to get the train. There's many local people park there all day and all week. You could park there and ride your Trikes to Plymouth - about an hour's ride - mainly down hill.

Excellent!
To get to the Tamar Bridge, follow my route down through Saltash town and downhill down Fore Street. About 100yds down, you'll see an entry onto the cycle/pedestrian pathway. A trike may have difficulty getting past the barriers there, but there are no barriers at the other end.

Turn into the right here:

Entry onto the bridge is here on the left:
http://maps.google.co.uk/maps?q=Saltash ... 12,90,,0,0

You could of course ride over the bridge roadway - I've done that a few times.
