non members riding with member groups

Is it head office policy that non ctc members should not ride with their local group even if they have some form of insurance cover after the initial trial period or do the individual member groups formulate their own policies on this? I have looked back as far as 2011 when a survey was carried out for opinion on this subject but am unaware of the results but they may have changed since becoming a charity anyway.

The limitiation is under the organisers' insurance.

I suspect that the limitation still applies, even if the person is insured with another organisation.

But the only way to be certain is to call or email the Cycling UK national office and ask.

Also mentioned in the current Ride Leader Handbook.

2.1 Peace of mind
...
Therefore:
• Affiliated groups should have no more than 10 non-members (of their group) on any one ride.
• Member Groups should have no more than 10 non-members (of Cycling UK) on any one ride.
• Non-members of either an affiliate group or a Member Group should not ride any more than three times with the group.
...

Contact Cycling UK for any required clarification, e.g. should v must, three times a year v three times ever, etc.

You're unlikely to have the same cover as offered by membership - that is the group is covered against any claim made against them as a result of your claimed actions. Even if you did, who's responsibility would it be to check that?
The three rides guidance (It's five elsewhere on the website) is just that, guidance, it was extensiveness discussed at the ride leaders workshop I attended. I understand it's under review. I doubt anyone is going to turn a rider away on the 4th ride if they're still considering whether the group suites them, or if they came on three rides some time in the past, but anyone becoming a regular rider would be expected to join.
The rides are primarily there for members, groups can run events (Subject to registering them and doing a risk assessment) if they wish to do something open to all.
If you're looking to do it on the cheap, there's the option of Individual Affiliated Membership, which costs considerable less and still entitles you to ride with any Member Group. You do of course also have to be a member of the affiliated club, but this is often free or very cheap.

Has anybody had people riding with them who,after riding for a year or so,still refuse to join Cycling UK because he is too tight with his money ?

Then the same person who,through their own inexperience,falls off his bike suffers injury and then has the cheek to try and sue a member for damages ?

Well this happened in our group.

This particular person has form for falling off his bike and form for trying to sue people.

What a cheek.

Sounds familiar. Would that be a group from a Northern town.

Maybe if there's legal action pending, it would be best not to discuss it on a forum?
In general terms, to quote myself
anyone becoming a regular rider would be expected to join.

and the group has some responsibility if they allowed a rider to continue without joining.

Nobody is discussing the incident or naming anybody. The discussion is about non members riding and one of the the pitfalls pertaining to that. Sometimes things can get too paranoid.

Define 'riding with the group', as it's a public road you could ride with complete strangers for a period of time and no-one can stop you, it takes but a split second for an incident to occur. You could tag along with someone for a minute and be classed as riding with them, what happens if they come down, what then? How can you physically stop someone riding in your vicinity unless you simply stop riding altogether or burn them off (if possible) or ride so slowly they get bored?
