A CTC is moving to information management, and hence all documents are being place on server, and hence there will be a need for categorisation, there will be an initial delay, and so be it.
Criteria against which the need for confidentiality
There is very few document that are confidential, the council /chair normally decides, it not perfect but at lest members can get more information
A Further issues arise for those without web access; they cannot be denied the information.
They can go to the library and look at www their, anyway the % of the population without access to www is getting less every day

A small issue with this:
Criteria need to be set with regard to "other appropriate places" and where the minutes themselves should be published.
Presumably, minutes would have to be approved by the relevant committee before publication that could lead to the appearance of a delay in presenting the information.
A A few weeks so be it , I may take appropriate places out.
I would be a little surprised if the voting numbers are not already recorded and published in the relevant minutes although
I do not know how accessible such minutes are to the ordinary member.
They are not , it like getting blood out of a stone, often abstention are not recorded , I know of occasions they are in the majority

Yes, I agree both the Council and Director not just the current incumbent want to avoid accountability and to bluff their way though the decision making process. Along time ago the agenda was confidential
Why not just have a proposal that says; all documents relating to the running and management of the CTC and the CTC Trust shall be available to all members at any time on request. That is too simple, they would just avoid giving it too you
You could add that; should any staff member or council member of either the CTC or the CTC Trust fail to make available requested documents, they will be instantly dismissed. You are kidding, pigs flying job here.
