A PayPal refund can be had by a buyer if (i) the seller sent the goods to a different address to the one where the buyer receives their credit card statements, and (ii) the seller doesn't have a copy of the buyer's signature as having signed for the goods at the address where they receive their credit card statements, even if the buyer received the goods. As I said, PayPal weights their procedures in favour of the buyer and the buyer's credit card provider.

And, importantly, the seller does not see the buyer's credit card details.

Paying for goods with PayPal is pretty close to rock solid.
