As far as I can ascertain there is NO pedestrian or cyclist access. There is no short way around it either you will need to use A701 Biggar or Edinburgh or go up Nithsdale A76.

B7076 Elvanfoot (A702) to South Lanarkshire Boundary is closed between B7076 Clyde Wind Farm access and B719 Greenhillstairs from Monday 6 April to Friday 17 April due to Network Rail replacing the bridge. No through road for emergency vehicles during this period. Alternative route via B7076, A701 Moffat, A72, A702, B7076
