I wonder why they don't just build a new road and bypass the whole steep bit of the valley?

They did that 20odd years ago over Navidale just to the north of Helmsdale.
My first JOGLE in 1994 went in and out of the hillside on the road, but by my End2End and Back, the A9 had been completely re-routed.

Are they going to use the section of old road as a lay-by and/or cycle path by any chance?

No, it says "Existing A9 and lay-by to be grubbed up, reprofiled and planted"
