A shortcut has to be a challenge, otherwise it would just be the way. No situation is so dire that panic cannot make it worse.

My thought for something like this was ............

A Streamer fairing would make the bow of it.
Then fill in the triangular sides between the fairing and the steering heads with the front panels off a gillet.
Finish it up with a cape which would fit from the side panels and fairing backwards.
You would pull it over your head after you had sat down and it would pull tight once you lent back in the saddle.
Didn't work out if it would be better/easier to have your arms inside the cape to help keep the dry or outside the cape to help keep it in place.
With a tray to stop spray from below, the only part of you which would get seriously wet would be your feet from water dripping off the bottom of the fairing.
And you could probably cut that down a lot by extending the fairing down a little.
The other downside is you wouldn't be able to see you sat nav / cycle computer.
