Perhaps the point is that anyone wearing it might not be seen dead in the sense that they might have an improved chance of survival, albeit with the other serious injuries which don't get listed in death certificates in addition to massive head injury.
I can see the risk being that something which gave demonstrably better physical protection than an ordinary plastic hat would attract the compulsionists (except to the extent that the £obby is from plastic hat makers.) All the other compulsion arguments apply.
Which leads me to ask, why isn't this in the helmet section?
