Interesting reference to the fact that helmets are provided free for the City Cycle Bike Scheme

There is a lot of evidence that the schemes relative failure was due to exactly this factor:

Study confirms helmet laws killing Australian bike share

There was a group tried this with Boris Bikes, but they were unable to answer questions such as:

How will you ensure the integrity of the helmet and that it has not been dropped or damaged
Given that poorly fitted helmets increase head injury, how will you ensure an appropriate fit, and are you insured for the eventuality of this happening
How are you going to keep the helmets clean, free of infestation and other unpleasant aspects of multiple use

They eventually agreed that their ideas were flawed and they had not considered the real practicalities and withdrew
