Why is the difference surprising? Helmet manufacturers want to sell as many as possible whether cycle helmets, caving or riding helmets, that is the same $$!
There are two big differences, one can nearly always control ones cycle but one never knows if a horse may bolt or go crazy, on a horse one is much higher than a cycle
Could one wear a riding helmet when cycling? Or a cycle helmet when riding?
Interesting arguments as to whet your priority is.
In both cases a full face motorcycle helmet would work (possibly)
Cyclists tend to be more physically active than a rider, so the helmet is lighter and has ventilation. The ventilation causes issues that compromise its structure and function, whilst riding helmets tend to be heavier, and without the weaknesses
On the other hand, I never wore a helmet when riding horses until the last few years. I might suspect that we would find the same mixed evidence for equestrian helmets that there is for cycling helmets.

The only time I ride these days is at riding centres that require them.

The other difference between equestrian helmets is that equestrian head gear was first fashion driven,,,, Bowler and top hats, then became more protective
Cycle helmets are the opposites as they started off "safe" and became less "safe" and protective due to fashion
