Any study that starts with a “50% reduction in head injury” claim for helmets has clearly been written by someone smoking something inappropriate
A shortcut has to be a challenge, otherwise it would just be the way. No situation is so dire that panic cannot make it worse.

Or more likely selective reading, or rather unclear assumptions about what's a reportable injury.

But over there, in the corner... isn't that... an elephant!?
The elephant being that if you want to improve cycle safety you need to reduce the number of collisions with moving motor vehicles, and after that it's mainly window dressing.
Better tests for helmets are, in themselves, a Good Thing, but since helmets are a diversion from the primary safety of not colliding with moving motor vehicles then we shouldn't be that worried about them.
