From what I can tell there is quite a lot of poor driving over there, to the extent where many people use dash cams. A lot of what I've seen borders on Russian levels of carnage. Dunno if I'd want to cycle over there if I could help it, a bit hot too, even before being required to don a helmet.

There’s a lot of bad driving here too and which ever country you’re in the bottom line is that Governments refuse to make drivers responsible for their actions. In case I hurt someone I’m not allowed to carry a gun or a sword or even a large knife but even with many points on their driving licence someone can still use the lethal weapon called a motor car. It really is a bonkers situation, licences should be removed much more quickly. I realise that everyone has a bit of bad luck occasionally and don’t claim to be a motoring saint but somehow I’ve never had points added to my licence. If I can manage to keep a clean licence then so can most other people and those who get significant points (say six) on their license should loose them for long periods and (if twelve points) possibly permanently.
Don’t fret, it’s OK to: ride a simple old bike; ride slowly, walk, rest and admire the view; ride off-road; ride in your raincoat; ride by yourself; ride in the dark; and ride one hundred yards or one hundred miles. Your bike and your choices to suit you.

The second link reported not knowing how many had been wearing helmets.
For the three years 2013–14 to 2015–16 almost half the cyclist deaths involved a principal injury to the head and neck. In almost four in 10 deaths, injuries were sustained to multiple parts of the body. Data on the presence or otherwise of a helmet in these fatal accidents are not available.

For NSW in the period 1992-2011 there were 231 cyclist deaths, 154 helmeted, 66 not wearing and 11 unknowns. Of known cases, 70% were helmeted.
