That isn't overall helmet wearing rates, clearly, but 23 years on from the introduction of the mandatory helmet law and and there isn't universal use of helmets in the State of Victoria. Neither the fines levied nor fine levels translate to compliance, as demonstrated with mobile phones here

I have argued this before here.
Neither helmeteers nor sceptics place enough emphasis on this. It needs work done on gathering figures before any law change, as well as after.
I would hope that it could be agreed that if a law did not have the required effect, it would be repealed.

It isn't always appropriate to wait for high-grade evidence before acting.

The minimum we should expect is

1 A review of what is known before acting. That should explicitly include stating the level of the evidence. (In the UK Parliamentary Select Committees have improved enormously on this.)

2 Acting in a way that leads to better knowledge. In practice that's going to involve a lot more trials. As always these are best done with independent evaluation. There's also a useful little rule of thumb: no matter how complex the setting you can always lift the study one click up the ladder of evidence.
