Headway in Scotland

Post by snibgo »

From Headway's Manifesto for the Scottish parliament elections in 2011 (http://www.headway.org.uk/news/headway- ... tions.aspx):

· introduce a network of cycle lanes and mandatory cycle helmet legislation for children
· introduce mandatory ski helmet legislation for children

They are only targeting children for their mandatory helmet use.
Are they giving up hope on total compulsion?

no, but with no kids cycling there will soon be no need
A shortcut has to be a challenge, otherwise it would just be the way. No situation is so dire that panic cannot make it worse.
There are two kinds of people in this world: those can extrapolate from incomplete data.

First they came for children ................
No one believes more firmly than Comrade Napoleon that all animals are equal. He would be only too happy to let you make your decisions for yourselves. But sometimes you might make the wrong decisions, comrades, and then where should we be?

From PPR420, "Cycle helmet wearing in 2008", adult cyclists wearing rates have steadily increased, now at 35.3%, but child wearing rates have remained constant at 17.6%. So the obvious strategy is to go for children first. When they achieve some success in Scotland, expect them to go for England and Wales.

Within a few years, when the few kids who still cycle mostly wear helmets, they'll come after the adults.

As I've said before, I approve of most of what Headway does. They do some excellent work. But on this issue, I believe they are wrong.
