A shortcut has to be a challenge, otherwise it would just be the way. No situation is so dire that panic cannot make it worse.

From PPR420, "Cycle helmet wearing in 2008", adult cyclists wearing rates have steadily increased, now at 35.3%, but child wearing rates have remained constant at 17.6%. So the obvious strategy is to go for children first. When they achieve some success in Scotland, expect them to go for England and Wales.
Within a few years, when the few kids who still cycle mostly wear helmets, they'll come after the adults.
As I've said before, I approve of most of what Headway does. They do some excellent work. But on this issue, I believe they are wrong.
