Is this British Cycling organisation pushing for helmet compulsion. If not why do they make one compulsory on events under their rules.

BC are a beast with more than one head. The Campaigning and Policy head are the ones with the working brain on this issue, but other heads haven't quite got the message yet. Keep working on them with reasoned correspondence and it might start sinking in (which reminds me, I need to Bother the coaching section again...)
