CTC/CUK call for Councillors/Trustees

CTC/CUK is in real danger of losing all contact with its members. Moving away from a membership organisation to a corporate identity.
FOR CONTRAST
It been drawn to my attention that the British mountaineering council has gone through a rebrand https://www.thebmc.co.uk/ there is opposition to that as well
http://www.ukclimbing.com/forums/t.php?t=646452

IMHO
BMC and the CTC are example of how organisations that can drift from its original objects and can be changed out of all recognition without proper consultation of its membership.

But in the case of the CTC we have for many years been behind the curve in responding to changes in the cycling scheme or changes in the outlook of the potential cycling population.

HOW CAN THE CTC CONTINUE TO BE FIT FOR PURPOSE?

What we need is for good (wo)men to come forward who have good judgement, experience, knowledge and the ability to express views and are able to keep the executive to account.
We need to support our local groups, in SOME areas the local groups are dying, this needs to be stopped. We may need to consider a new modal of providing cycle rides and how to promote them, I have some ideas in that area, but I need to work out the detail.

The local campaigning network is not fully utilized and there is I believe large gaps in the network. The network need to be refreshed with the help of some dynamic support from CTC HQ.
The local groups and campaigner need to be able to contact our willing members so that the joys of cycling can be promoted and protected for future generation.

STAND FOR CTC/CUK COUNCIL /BOARD OF TRUSTEES
Over the course of say three years the entire council can be replaced. It is your chance to make an impact in the running of the CTC.

At least 9 Trustees must be members of Cycling UK, elected by the membership.

They are required to have members on the Board, I suppose they might not want them  .

from the lack of replies to this can we expect non contest elections again.
I was hoping to see an advertisement in the guardian newspaper seeking trustees, I am unable to find one.
CTC membership must include many people with talent that could help CTC to be successful, why is so much reluctant to come forward?

What conclusion can we draw from this process, answers on a postcard.

A simple imbalance between responsibilities and rewards I would guess.

Money :
As far as I know they only get reimbursement of expenses. However, the legal responsibilities of a trustees of charities are quite onerous and the requirement to attend things quite tedious.

Intangibles :
If I thought I had some unique ideas that could make a real difference then I would be keen.
If I thought it would make me famous and loved by all I would be very keen.

Based only on my observations on the Forum an advanced qualification in Cat Herding would be of assistance

To be deluded is normal. To be even more deluded is a prerequisite for a career in politics.

I had the impression the executive were not very keen on being held to account - so I'd suspect any Councillors/Trustees thinking they would be doing this would be facing something of an uphill struggle.

Why doesn't the CTC re-form as a different organisation?

I thought there was a requirement for such posts that the people standing had been members of the CTC/CUK for a number of years. Seemed a reasonable requirement but I guess it would get in the way of National Office appointing their stooges.

CTC AGM 2016
THIS MOTION WAS PASSED, but the CTC Council has the power to appoint 2 councillor has result are not subject to the election process.

6) Elections to Council
This AGM proposes that candidates must have been fully paid-up members for least a year prior to the closing date for nominations. Candidates shall state on their election address the date they joined CTC and length of time as members.
Proposer’s note: There has been concern at the short time some new councilors had been members. Some had been members less than one year. Candidates must be sufficiently committed/knowledgeable of CTC to be able to comply with the requirement that they can ‘represent the full diversity of membership’.
Proposer Tim Court,
Seconder William Goodge

Council response: CTC Council disagrees with this resolution. Council believes that this resolution is:
(I) unnecessary – because candidates are elected to Council by existing members,
who can decide whether they have the skills, knowledge and experience they need; and
(ii) undesirable – because if we want people of all ages, backgrounds and abilities to cycle, we need to draw suitably qualified candidates for
the board of trustees from across the five million cyclists in the UK and not just from 67,000 current members.

Its been brought to my attention that

The agreed AGM resolution has been ignored in the Trustee Application Pack, which makes no reference to any requirement to have been a member for at least a year. It says that nine Trustees simply have to be members and elected.

Also, there are conflicting statements on pages 7 and 12 on the numbers and membership status of board appointed trustees.

Page 7
At least 9 Trustees must be members of Cycling UK, elected by the membership....
In addition, the Board may appoint two further Trustees, who do not have to be members of Cycling UK, – one of which will be the Senior Independent Trustee...

Page 12
The Board has the right to appoint up to three Trustees, who are not members of Cycling UK, to bring a wider perspective and broader experience to Board debates. One of these nonmember
Trustees is the Senior Independent Trustee...
