In the latest email newsletter;
"Sharing his views with Guardian Cycling Blogger Peter Walker, Boardman expressed his exacerbation at the fact that the Government aims to meet its target to double cycling with investment of less than £1 a head."

What is this supposed to mean, can't these people write English?

I think most of us will spot the error.
The issue of greater concern is use of the words "the Government". Simply ignoring the fact "the Government" (Westminster in CUK speak)doesn't have the authority to determine spending on cycling throughout the land .
