AGM Motion for 2019

its an odd situation when the President of any organisation has to resort to an AGM motion to get his point across

Research presented in 2019 shows a connection between helmet use and the accident rate. Cycling UK says;

In any case, there are serious doubts about the effectiveness of helmets. They are, and can only be, designed to withstand minor knocks and falls, not serious traffic collisions. Some evidence suggests they may in fact increase the risk of cyclists having falls or collisions in the first place, or suffering neck injuries.

The advice in the Code needs to change.

A motion for a national cycling strategy to increase cycling levels may also be worth putting forward for 2020.

Cycling UK adopted a new five year strategy in 2018.

Cycling Uk policy would be a different policy to a national cycling strategy, One would involve national spending plans and objectives and proposals.

Two suggestions for 2020, the wording may need revising.

AGM Motion 2020
Planning process improvements
The motion asks for support to improve the planning process for major developments.

Reasons;
1
Currently the planning procedures allows for applicants to forward their plans and if it is refused for them to appeal, they have a right of appeal. For objectors they have a right to object but no right of appeal in the planning process. The planning process should allow the same rights to both applicants and objectors.
2
A major new prison development at Full Sutton catering for 1440 inmates in East Yorkshire would result in more than 500 vehicles going to and from the prison (1000+ trips) per day was granted outline planning permission without an environmental impact assessment. The planning process for major developments should ensure an environmental impact assessment is provided before being given outline planning consent. Cycling and walking in the area would both suffer from the extra traffic.

Road repair improvements for country lanes and minor roads
The motion asks for support to have high standards for road repairs and for public access to details of when roads were last resurfaced.
Reasons;
1
Some road defects in East Yorkshire are being repaired by a spray on process without compacting the road surface, leading to poor quality and uneven road surface. Road surfaces should be repaired to a good standard with compacting to deliver a good even surface.
2
Local authorities should provide details showing when a road was last resurfaced so the public would be aware how long ago it was and to what standard. Some minor roads are now in a poorer condition than was the case 50 years ago and patching for repairs can lead to poor quality and delay in resurfacing to deliver a good standard.

Cycling Uk policy already seeks to influence funding for cyling and walking, bring changes to national planning policy and to "fill that hole".

Perhaps your motion(s) would be best expressed as tweaks to existing policy rather than re-invention of the wheel?

In general a 'strategy' I have in mind would involve more than outline principles and provide for detailed plans, probably needed for each area. A similar approach to Highways England perhaps with detailed proposals and costs. Knowing what is planned for the next decade and how they tie up from area to area.

In the case of housing developments, properties should be south facing and designed for solar collectors on the roofs, to maximise environmental benefit.

Cycling UK can (and does) lookto influence UK government policy.

That policy currently looks forward to 2040.

I've no idea how you feel Cycling UK will resource and fund the development of these individualised regional plans, be sure to inlcude details with your AGM motion.

Yes, sorry about that the link is from the NSW connection.
The Dft would have to provide the strategy because it would be of public benefit, not left to a cycling group to fund it. Cycling UK would help set the targets and direction, as in their policy. Area plans, towns and connections could be looked at by groups and Sustrans. HS2 is a rail plan for the west side, funded by government, Highways England funds the strategy road network via government. Cycling needs a national plan or area plans, funded by government. It would require detailed plans for each area, London is probably a good example, but does it connect to near by areas?
